what we do

Assessing Financial and Operational Risks to Improve Government Performance

Risk audit is a key function of the Office of the Auditor General of Jubbaland State and focuses on identifying, analysing and responding to risks that may affect the effective management of public resources. The approach ensures that audit efforts are directed towards areas of highest risk, where weaknesses may have the greatest impact on governance, financial management and service delivery.

Auditors evaluate risk exposure across ministries, departments and agencies by examining financial systems, operational processes, compliance environments and institutional controls. This includes assessing areas such as procurement, revenue management, programme implementation, asset utilisation and administrative functions to identify vulnerabilities that may lead to inefficiencies, irregularities or misuse of public funds.

The risk audit approach incorporates analysis of prior audit findings, review of internal control systems and assessment of institutional capacity to determine where risks are most significant. This enables the Office to prioritise audit engagements and focus on areas that require immediate attention and corrective action.

Through risk-based auditing, the Office provides targeted and evidence-based recommendations that support institutions in strengthening controls, mitigating risks and improving performance. This approach enhances the effectiveness of audit work and ensures that limited resources are used efficiently.

Risk audit findings are reported to Parliament to support oversight and inform decision-making. By focusing on high-risk areas, the Office strengthens accountability, promotes prudent resource management and contributes to improved governance across Jubbaland State.
